Special Intensive Revision of Electoral Roll

Objective of SIR is “to ensure every eligible Elector gets enrolled in the voter list and no ineligible name is included”

• Citizen of India,
• At least 18 years of age,
• Ordinarily resident of the constituency,
• Not disqualified under any law.

• Maintaining integrity of ER is fundamental for Elections,
• SIR was a regular exercise till 2004,
• Intensive verification is warranted after 20 years due to:
  • Significant changes in the electoral rolls,
  • Possibility of repeated entries due to:
    • Rapid urbanization, and
    • Frequent migration for education and livelihood
• Political parties have seen raising issues of quality of Rolls,
• Need for removal of dead, duplicate, and ineligible electors.

• Electoral Rolls shall be revised before every Elections [S. 21(2)(a)].
• Revised annually as per ECI’s orders [S. 21(2)(b)].
• Special Intensive/Summary Revision
  • in such manner as ECI may think fit [S. 21(3)].

(S. 21 of the Representation of People Act, 1950)

1. The Aadhaar Card shall be treated as the 12th document, in addition to the 11 documents listed as Indicative (not exhaustive) documents
2. The Aadhaar Card is to be accepted and utilized as a proof of identity and not as a proof of citizenship, in terms of Section 9 of the Aadhaar (Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2026.
3. Under Section 23(4) of the Representation of People Act, 1950, the Aadhaar Card is already one of the documents enumerated for the purpose of establishing the identity of a person.

During Enumeration phase, no document is required to be provided by the elector.

However, after the publication of draft Electoral Roll, if Electoral Registration Officer/Assistant Electoral Registration Officer doubts the eligibility of the proposed elector issues notice to such elector, then the concerned elector will have to provide supportive documents to prove his eligibility. The ECI has suggested the below list of necessary supportive documents which may be provided by Electors.

1. Any Identity card/Pension Payment Order issued to a regular employee/pensioner of any Central Govt./State Govt./PSU.
2. Any Identity Card/Certificate/Document issued in India by the Government/local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987.
3. Birth Certificate issued by the competent authority.
4. Passport
5. Matriculation/Educational certificate issued by recognised Boards/Universities
6. Permanent Residence certificate issued by the competent State authority
7. Forest Right Certificate
8. OBC/SC/ST or any caste certificate issued by the Competent Authority
9. National Register of Citizens (wherever it exists)
10. Family Register, prepared by State/Local authorities.
11. Any land/house allotment certificate by the Government
12. Aadhaar-related verification shall be governed by the Commission's directions issued vide Letter No. 23/2025-ERS/Vol.II dated 09.09.2025 (Annexure II).
